Step-by-step - Making toilet paper rattles

Cover with wet strips of scrap paper (paper envelopes!) and glue (like Elmer’s).

You could stop there and paint/spray seal, or maybe use a decorative paper. I prefer to cover first w scrap paper (for strength) and then be more careful w a second, perhaps more delicate, decorative covering.

Cut both ends in a few parallel slits - not necessarily evenly spaced.

Tape strips on one end overlapping to form a closed end (not necessarily a point, although that is a simpler way to do it).

Before closing the second end, fill w objects that will make noise (like reused pull tabs, small bells, beans).

Tape the other end to enclosed completely. Don’t obsess about tape coverage or small gaps.

Make strips of lightweight scrap paper (newsprint, old envelopes) - tissue paper will probably fall apart when wet, so something with a little more body than that.

Dampen or wet the strips, depending on how thick the paper is, and either dip in glue (waterbed, like Elmers, PVA, etc.) or brush it on the surface to attach strips to the rattle form to cover.

Let covered form dry, and then repeat the covering process with strips of a more decorative paper. After that is dry seal with a spray sealant or varnish to make the surface more durable.
